EHOAN strongly opposed EHORECON plan to privatise House-to-House Inspection of Premises
COMMUNIQUE ISSUED AT THE 48TH ANNUAL NATIONAL CONFERENCE/ANNUAL GENERAL MEETING, OF ENVIRONMENTAL HEALTH OFFICERS ASSOCIATION OF NIGERIA (EHOAN) SOKOTO 2016. HELD AT SULTAN MUHAMMADU MACCIDO INSTITUTE OF QURANIC AND GENERAL STUDIES SOKOTO, FROM 6TH TO 9TH DECEMBER, 2016.
PREAMBLE: The Environmental Health Officers Association of Nigeria (EHOAN) held its 48th Annual National Conference/AGM 2016 at Sultan Muhammadu Maccido Institute of Quranic and General studies, in the seat of the Caliphate Sokoto, Sokoto State from 6th 9th December 2016. The theme of the conference was The impact of Economic Recession on compliance with Environmental Health Laws and Regulations in Nigeria His Excellency RT. Honourable Aminu Waziri Tambuwal, CFR; the Executive Governor of Sokoto State was the Special Guest of Honour who was represented by the Secretary to the State Government, Professor Bashir Garba, while the Royal Father of the Day was His Eminence Alhaji Muhammad Saad Abubakar III; The Sultan of Sokoto was represented at the occasion by the Chiroman Sokoto Alhaji Buhari Abubakar III.
Other very distinguished guests present include the Honourable Minister of Environment; Hajiya Amina J. Mohammed who was represented by Saniatarian Isah Adamu, the Zonal Coordinator North West Zone of Environmental Health Officers Registration Council of Nigeria (EHORECON); The Honourable Commissioner of Health Sokoto State, Dr Balarabe Shehu Kakale Shuni; The Permanent Secretary of Kebbi State Ministry of Health, Sanitarian Dr Muhammad Atiku Kende, and many others too numerous to mention.
ACTIVITIES:
The Association conducted a Market Sanitation Inspection and Sensitization at Kure Market Sokoto, to mobilize the traders and the general public on the importance of Sanitation of their premises for the improvement of Public Health.
Also, the Association paid a courtesy visit to His Eminence, the Sultan of Sokoto, Alhaji Muhammadu Saad Abubakar III, to advocate for his continued support to Environmental Health services and sanitation in general. In his response, the Sultan assured the Association of his unflinching support and cooperation to the Association.
OBSERVATIONS:
The Annual National Conference and Annual general Meeting of the Association made the following observations:
1. The ANC/AGM observed with shock the approval of Environmental health Officers Registration Council of Nigeria (EHORECON) to approve the contracting out the basic professional duties of the Environmental Health Officers of House to House Sanitary Inspection of Premises to private practitioners (Quacks). This practice will affect the employment of Environmental Health Officers by the Government thus worsen the recession some graduands of the profession are facing. Therefore the ANC/AGM call on the EHORECON to reverse the obnoxious decision
2. The ANC/AGM observed that the review of the National Environmental Sanitation Policy was long overdue and urged Government to expedite action in its review.
3. The ANC/AGM applauded the efforts of the Sokoto State Government in putting structure in place to improve sanitation in the State which should be sustained.
4. The ANC/AGM call on the Federal Government to direct the Federal Ministry of Environment to urgently ensure/supervise the establishment of tlimate change department in the State Ministries of Environment as well ensure the provision of relevant equipment.
RESOLUTIONS:
The Annual National Conference and Annual General Meeting made the following major resolutions:
1. The ANC/AGM reconstituted its Board of Trustees as follows:
i. Sanitarian Zakariyau Aliyu representing the North Central
ii. Sanitarian (Dr) Ayuba Wabba nmi representing the North East
iii. Sanitarian (Dr) Ado Bello representing the North West
iv. Sanitarian Adeyinka Richard representing South West
v. Sanitarian (Mrs) Beatrice Itubo JP representing South South
2. The ANC/AGM call on the Federal Government to urgently direct the Ministers for Environment, Health, Water Resources, Labour and Productivity, other relevant Federal Agencies and the Governors of the 36 States and FCT to employ more Environmental Health Officers to meet up the current challenges facing the country (Open defeacation, litter and preventable communicable diseases)
3. The ANC/AGM urge the Federal and State Governments of Nigeria to urgently provide modern/scientific sanitary equipment to enable Environmental Health Officers prosecute present and emerging environmental health challenges in their various areas of jurisdiction.
4. The ANC/AGM implore the Federal and State Governments to commence immediate rehabilitations of dilapidated roads with proper and appropriate road signage on the major highways across the country to prevent lost of lives, where it has commenced it should be sustained.
